Doug Stowe, P.Eng., CHMM - President

Doug is a professional engineer and a Certified Hazardous Material Manager. He graduated from the University of Toronto in Chemical Engineering and worked in the industrial manufacturing sector for 15 years before establishing Stowe Engineering in 2002. In private industry, Doug was employed as a Process Engineer, Manufacturing Engineer, Environmental Engineer, and a Manager of Environment - Occupational Health & Safety. Industries included military electronics, printing, metal finishing, and semiconductor manufacturing. He interfaced with workers and management, and projects often related to mitigating legal compliance issues, equipment safety, and reducing operational risks. He has developed skills for improving processes, recognizing equipment safety issues, establishing solid ISO program practices, and reducing liabilities and risks. Doug continues to provide EHS consulting, ISO system auditing, legal compliance auditing (See Nimonik link) and pre-start health and safety reviews to various clients in the National Capital Region and further. Stowe Engineering contracts have been established with various private organizations in the Ottawa region with some national contracts for federal organizations including DND, CFIA, CSC, and the Ottawa International Airport. Internationally, semiconductor process-related Pre-Operability Safety, and Environmental Reviews were completed over a three-year period for Duffield Hall at Cornell University.

Projects vary from short term equipment pre-start health and safety reviews to sustaining projects including legal compliance audits, and assisting organizations in obtaining certification to ISO standards.

PHSRs – Pre-start Health and Safety Reviews – include a review of modified equipment or process to meet the requirements of Regulation 851 - Industrial Establishments. Additional scope may include considering the safety of the equipment with respect to 'employers duties' under Section 25 of the OH&S Act. Projects have ranged from packaging machines and presses to chemical delivery systems and molten furnaces. Often clients request a preliminary DSR – Design Safety Review, to look at modifications in the design stage before the final installation.

ISO Management Systems - Companies looking to strengthen an ISO 9001 Quality program often look to ISO 14001 – Environmental Management Systems and ISO 45001 – Occupation al Health & Safety Management Systems. Doug’s experience in all three areas have been leveraged to assist many organizations in obtaining formal certification.

Compliance - Legal compliance is a minimum requirement for any organization. Doug performs legal compliance audits leveraging Nimonik compliance auditing software. The software provides details on all legislated requirements; federal, provincial, and municipal with up-to-date checklists.

Audits – Often the initial step is to perform a Gap Analysis audit or support an organizations Internal Audit against the ISO standards following the requirements of ISO 19011 – Guideline for Auditing Management Systems.
